Vampires can't be created by a half vampire but a vampire is weaker then a half vampire.
A half vampire (dhampir) cannot create a true vampire. However if a dhampir dies in the proper way he/she will become a vampire and then can go on to create more vampires. This is why most dhampirs leave instructions for the proper destruction of their bodies after they die.
