No, horses cannot throw up. The sphincter located at the base of their esophagus works very well to prevent food from coming back up. Also their esophagus connects much lower then in most other animals. They also virtually lack a vomiting reflex.

It should be noted however that some people report a horse 'vomiting' when in fact the horse may be choking ( not the same kind of choking that humans experience), where food is stuck in the esophagus and begins to leak back out of the nose or mouth. Also horses can regurgitate food, which is different from vomiting, which is a forced action, whereas regurgitation is a passive action.
