Dual-wielding is a skill reserved for certain classes and certain specs.

For example, an Enhancement Shaman can take a talent point in Dual Weapon Specialization, but properly-spec'd Restoration and Elemental Shaman don't get that option.

If you are a Rogue, you will get dual-wield specialization from your class trainer at level 10.

If you are a Warrior or a Hunter, you will get dual-wield capabilities from your class trainer as well, but at level 20.

The rest of the classes cannot dual wield.

Starting in patch 3.3.0, dual wielding for rogues and death knights is a base ability that is given when the character is created. There is no need to learn it.

Warriors and hunters can learn dual wielding from their respective class trainers at level 20. Shaman can learn it through the Enhancement spec in their talents around level 40.

It depends on your class. Rogues start off dual wielding at level one. Hunters and warriors can learn it at level 20 I believe. Shamans can dual wield at 40 i think, but only if they spec into the enhancement tree far enough. Death knights can dual wield at 55 when they are created. Druids, paladins, mages, and priests can not dual wield, ever.

Hunter's can learn dual wielding from thier trainers at level 20. However, with the hunter mechanics in the next expansion (Mists of Pandaria) it is unknown as of yet if hunter's will be able to dual wield. This information will hopefully be updated when the expansion hits.
