If you set up an ad-hoc (computer to computer) network, you should be able to do so. Although, I find that the best way to share files wirelessly is to have a wireless router and have file sharing active on both laptops/computers. You should be able to find your PC in the network list when using Finder on your Mac. Hope that helped, if you need any more assistance feel free to message me.

Can you connect the Ethernet cable directly from your airport express to your MacBook Pro and access internet?

If you already have an Airport Extreme Base Station and your Express is used simply to either extend your network range or to use the AirTunes function, then yes you may plug directly to the Express to connect to the internet although the purpose of the Express is to be able to access the internet wirelessly. However, if you do not have an Airport Extreme Base Station and are using only the Express to connect to the internet, then you may not connect to the internet by using an Ethernet cable and plugging into the Express. This is because if you are using the Express to connect the internet, the ethernet plug will need to be plugged into your modem.
