No. It would be impossible. They are necessary in the production of sperm and without sperm no child can be produced. The lack of any testicular tissue would also cause a reduction of testosterone.

If he had a vasectomy or otherwise lost his testes, he can potentially still impregnate within the first 2 months or 10-20 ejaculations after the event as some residual sperm can live in the vas deferens (sperm tubes). If he was born without them, pregnancy would be impossible.
