Yes they can, my mare produced milk last year (she has never had a foal). Some plants they eat can mimic hormones that stimulate milk production. If you are worried call your vet,cushings disease can also cause milk production.

∙ 13y agoYes, it is possible for a mare to lactate even though she is not pregnant. Usually this is due to hormonal abnormalities, some of which may be treated by a veterinarian.

Depends, how many months. If its been six months its okay because its time to wean the foal. If its only two months then you might want to call your vet.
