Yes. A media file can be a movie.
You can right-click on the file in Windows Movie Maker and select copy. Then, in Windows Movie Maker, paste it in the Imported Media pane.Or,Right-click on the file in Windows Media Player, scroll down to Open File Location, then import the media that way.
You need to convert the media file
There are many different ways available that one can play a m4v video file. These ways include, but are not limited to, playing it with Windows Media Player, or opening it with Windows Movie Maker.

In order to see a Windows Movie Maker project file on ANY media player, you must first Publish/Finish the video. This exports/converts the project file into Standard Viewing format. Then it can be played on a media player.
