Maryland has no special restrictions on possessing crossbows or any other type of non-firearm weapon with regards to convicted felons. Normal rules of carry and usage (such as hunting laws) apply. Also, normal federal law restricting possession of firearms by felons also applies.
No, they may not - UNLESS - they have petitioned the state for the restoration of their firearm privileges - and IF Maryland even grants this. If the felon was convicted in FEDERAL court there is no possibility of their being restored as there is no method to do so at this time.

I'm a felon and i don't have any restrictions on my probation about dangerous weapons but i know i can not have a rifle spot gun bb gun paintball gun or a muzzle loader (new law passed not many people know about it not even my PO) but in MN you can have, own ,use, possess a archery bow, and a crossbow. The crossbow can only be used during the archery season with a disability permit from the DNR or it may be used Durning the rifle season by anybody...my info is from endless hours of research and from a MN conservation Officer.

This is what I was told by a federal game warden it is not illegal for a felon to hunt with a black powder gun or a standard bow. A crossbow is illegal. A crossbow, shotgun, rifle, or any handgun it is illegal for a felon to possess.

IF his parole/probation has been completed he is just another citizen, with the exception it shows he was a convicted felon. So if he has served his sentence, completed his parole time I do not see any reason as why he could not own a knife. He has kitchen knives at his house I assume ? ?
