Theoretically, yes, the DNA from the egg of woman A could be inserted into the egg of woman B, thus creating a full set of genetic material. However, this may require making a sort of synthetic sperm containing woman A's DNA. Whether or not that egg (if implanted into the uterus of woman B) could become a viable fetus has not yet been proven. Because many genes are sex linked, the chances that such a child would have severe defects and abnormalities is quite high. What we do know is that no matter what, the child produced would be a female.
The process would not be possible for males (ie combining the DNA from the sperm of two different males and inserting it into an egg implanted into a surrogate female), at least not with our current level of scientific knowledge and technology.
