Yes, a mouse (Peromyscus eremicus) can eat a cactus.

Specifically, mice may find cactus roots attractive, as the entry points for water and dissolved nutrients. Mice tend to be picky eaters. So they tend to take a nibble out of many different plants instead of many nibbles out of one.
