If you have an occupation which translates directly to an Army MOS, it may be possible, although, at least in the Army, after 15 years you get an indefinite enlistment, so I'm not sure how that might affect things.
Also, the circumstances surrounding one's discharge from the Navy would play a role. If you had an RE-4 reentry code on your DD-214, you can probably forget about it. If you've already filed for retirement from the Navy, that'll cause other complications.
