The traditional rule of fashion is that you don't wear navy blue and black together. Of course, rules (especially fashion rules) are meant to be broken -- for example, there was a time when fashion rules dictated that high heels should not be worn with jeans, and now it is done all the time -- but still, in my opinion wearing navy blue and black together just looks stupid.
If you're wearing navy blue or black, then you need a pale or a bright color to go with it: grey, beige, green, orange...anything but another dark color.

Black, looks very nice with EVERYTHING. And Maybe a navy blue color for your pants, most pants go with blue, unless your the type to wear colored jeans, then be careful what you pick out. But anyway, if you need something to go with blue stay in the white, black, bluish, grey area if their pants. Hope this helps.

I would wear a black dress and some jewelry but if u wanted to wear pants you should get the black work pants (not denim) and a navy blue shirt and again put some jewelry and a clutch with it. Most colours go with navy so you could be a bit braver... Navy blue high heels would look good with purples, greens, reds and even yellow.
