Yes you can ride a Shetland pony, but i would sugest that you learn how to ride properly before trying to takle a Sheltland, as they can get quite tempermental, and tend to buck their riders off. Do not expect that just because the pony is small that it will be easy to ride, they are just as hard to ride as regular horses. Also it depends on how heavy this 15 year old girl is, if she is 100-150 lb it would work but not overly heavy as you could injure the pony.

A 10 year old can ride a Shetland pony under adult supervision. These small ponies are only capable of carry a fraction of the weight of their full sized cousins.

As long as the horse is well trained and the right size for the child then she should be able to ride the pony just fine.
