If a Catholic married a Non-Catholic outside of the Church the marriage would be null and void. This is because a Catholic can only validly contract the sacrament of marriage in the Church and to another Catholic. Catholics are obliged by their faith to contract a sacramental marriage with a member of the Catholic Faith. Sometimes a dispensation can be gained to marry a baptized Non-Catholic, however, this ceremony must still be preformed in the Church and witnessed by a Catholic priest.

Since the marriage was invalid, the "divorce" is redundant though a civil necessity- in the Church's eyes there was no valid marriage in the first place.

In order to marry in the Church for the first time, the Catholic would now have to be reconciled to the Church. This may involve merely making a good confession or the parish priest may require more, such as catechism lessons and such, in order to judge the good faith of the penitent. It is then up to the discretion of the priest whether to consent to the proceedings for a marriage, providing all the usual impediments to a valid union are absent.

You would need special permission from the Bishop to do so. My advice is to contact the Bishop in charge of your diocese and ask if they would be willing under the current circumstances. You can also contact a priest and see if they would be willing to contact the Bishop and obtain permission for you.

However, the answer is almost always no unless there is a grave, serious reason why. Also, they won't even consider you remarrying if your previous marriage was not annulled. Again, I'd advise talking to a Catholic priest about your situation to get the details.

In general, no, since the Catholic church recognizes that non-Cathloc marriages in other denominations are valid.

No, the church recognizes the marriage of the non catholic as valid. He would need to get an annulment by the church from that marriage. If he was married by a justice of the Peace to a Catholic, he may be OK since the marriage was not valid for the Catholic, but you need to check with a parish priest to be sure.
