Actually, you are thinking of a PDF (portable document format) file. You can open the file with many programs including Adobe Reader, Foxit Reader, Sumatra and Photoshop. Then you use the normal File, Print options. The creator of the PDF document has the option to not allow printing which will disable the printing options within most readers.
