Guess so...but the person is more likely to be turned into a vampire if the vampire who's biting her is willing to turn her. But some people believe that to get bitten by a vampire is enough to turn you into one, no matter if he was just feeding on you or not.
But of course, vampires don't exist so there's actually no way someone can turn into one, unless a mad scientist comes up with a good idea to make that possible (but it wouldn't be the same, would it?) ;).
