Almost 100% of neuter operations involve the complete removal of the testicles, and the testicles are the only way to produce sperm. Without sperm the dog is not able to impregnate a female.
However, there are some very rare cases. Some dogs are not actually neutered here are two ways ...
1) some show males are actually given a canine vasectomy (this is really really really really rare as the procedure is very expensive!) like with any vasectomy the vasdefrens can reconnect in some RARE cases allowing the male to still produce sperm and impregnate a female (you would have better chances of winning the lotto than this to happen).
2) your male could be (but HIGHLY unlikely) be chriptorchid, this is where the males testicles never descend (drop) and the uneducated have always "assumed" that he is neutered, even though the testicles have not dropped they are still functional. If you have had your dog since puppy-hood and the testicles not descended, it is recommended for a vet to check this. In some cases and he can still get a female pregnant again the likely hood of this is less than your chance of winning the lotto and surviving a gunshot to the head.
