We would traditionally have started the millennium in 2001, to run to 3000. So someone born in 2003 is not going to live until 3000. In theory though, you can take any group of 1000 years to be a millennium, so you could say that they lived in the two millennia that ended and started just after they were born. If you take the millennium from 1004 to 2003 and the millennium from 2004 to 3003, by their first birthday they would have lived in two millennium, but we do not consider millennia in that way in general.
