It is possible to have early-stage lung cancer without a tumour showing up on a CT scan. In such cases, the only way of telling is a blood test, which would show a higher than normal level of white blood cells (lymphocytes).

However, this would only be at a VERY early stage- with lung cancer, tumours appear fairly early, so the condition would be in it's infancy and therefore more amenable to chemotherapy than later on. If you suspect you have early-stage lung cancer, go and see your doctor and ask for a referral to a specialist.
