If a cat is not drinking, it is probably displaying signs of a more serious issue like an infection which a vet can help with. If your cat becomes dehydrated you will need to take it to your vet for fluids because dehydration in cats is life threatening if not treated.
As a general rule, a person can only live 3 days without water, but a week is possible in some exceptional circumstances..
