Salam ! Anyone can become a Muslim. There are children who can recite the Holy Quran by heart and there are Older people who can't. I don't think we should discriminate people on their age. Even a child as unlikely as it might be can become a Muslim if he is enlightened by Allah (swt) In Islam, we believe that every single newborn baby is a Muslim. It is the outside world and other influences that make him go on the wrong path. If a child isn't raised a Muslim, and wants to become a Muslim, he certainly can.
