Generally speaking, the answer is no. Housing Authorities have their own rules about issuing vouchers to convicted felons. Most Housing Authorities will not rent to anyone who had been convicted of a felony in the past three to five years, regardless of which type; violent felonies of at least seven years, and sex offenses forever, per federal regulations. Also anyone convicted of drug offenses may also be barred from the program -- not so much for drug use offenses as for drug trafficking offenses, also per federal regulations.
If you are on parole you are likely still in the system and the clock doesn't start until after your last date of supervision or incarceration, whichever occurs later. Generally speaking, a nonviolent offense of over three to five years old, will not get you barred from the program.
