Yes you can, however if you choose to except the money you have to allow them to use your name,city & state, and your address. It's a call you will have to make.

Addendum:In 2008, a Kent City, Micigan man with several past felony convictions, the latest a 1999 Criminal Sexual Assault conviction, won a $57 million Mega Millions lottery jackpot. When the state DOC sued him for his years of incarceration, the Michigan Supreme Court upheld his right to keep the entire bankroll, on grounds that he had completed his sentence and parole successfully, was no longer on paper, and the state had not been interested in taking his money until he had won the lottery.

Sure, why not! I believe even a felon can! Depends on the state laws I think but I don't see why they would not let anyone in that situation. They'd probably just tax you to death but then again, who cares right?
