Of course! The Bible is the greatest work of literature of all time, and there are more than 200 different forms of figures of speech in it, according to E. W. Bullinger. Personification is one of them.

Personification is the ascribing of human characteristics or actions to inanimate objects or ideas or to animals. E.g., love is blind. (a human characteristic, blindness, ascribed to an idea, love.)

Biblical examples: "Wisdom shouts in the street, she lifts her voice in the square; at the head of the noisy streets she cries out, at the entrance of the gates in the city she utters her sayings: ' How long, O naive ones, will you love simplicity? And scoffers delight themselves in scoffing? And fools hate knowledge? Turn to my reproof, Behold, I will pour out my spirit on you, I will make my words known to you...'" Proverbs 1:20-23

"For you will go out with joy, and be led forth with peace; the mountains and the hills will break forth into shouts of joy before you, and all the trees of the field will clap their hands." Isaiah 55:12

"As sin reigned in death, even so grace might reign through righteousness to eternal life through Jesus Christ our Lord." (sin and grace are given attributes normally ascribed to a king.)

There are many other colorful, vivid forms of figures of speech in the bible as well, besides personification.
