The answer is yes, even though that sounds odd. If the law enforcement officer feels his/her life is in immediate danger (like if the kid has a gun pointed at the cop for example) then a firearm may be pointed at the kid for the officer's own safety.

No. It is not legal for the police to point their gun at a 14 year old kid and threaten to kill them just because their parents have some littering on their front yard.
If I witnessed such a situation, I'd get the police involved. That sort of behaviour cannot be tolerated.
