This is not a copyright issue but the answer is no. Separate Federal law prohibits use of the presidential seal for commercial purposes such as a company's logo.
You could sell reproductions of the seal such as for t-shirts, paperweights, coffee mugs and such, and most likely no one is going to care. But you could not use it as a corporate logo.
