Would a therapist tell someone to end a relationship by cutting off all contact without even giving a reason?

If the therapist feels the person involved that is causing you misery is a toxic mate for you they are going by what you are telling them and they are the professionals that give out the advice. If you do not understand what the therapist is implying or why they would make any statement you should ask them to explain it to you.

If you are in an abusive relationship can your therapist report it?

My understanding is that it is protected under your confidentiality agreement. A therapist would not go to the authorities without your consent. But that might be something that you should consider. What is dual relationship in counseling practice?

A dual relationship in counseling is when the counselor/therapist has more than one social role related to the potential client. For example, you would not be someone's "neighbor" or "cousin" and also their "therapist." If there is question as to whether you may be in a dual relationship situation, it is best to ask (if you are the potential client) or provide (if you are the potential therapist) information for alternate providers to avoid any conflict of interest.
