Yes. New parts can be defective from the factory. But if changing the relay a second time does not correct the problem, the problem probably isn't the part. There may be something wrong with the wiring.
Type your answer here... you don't... there is no way to test a faulty relay. Just buy a new relay and install it. If the problem is fixed, then the old relay was bad. If the problem still exists with the new relay installed, then the old relay is still good. Most auto parts stores are good for returning products, even electrical parts.

Make sure you have voltage at the pump. If you do then the new pump is defective. If not, the fuse is blown or the fuel pump relay is bad. Where is relay?

One side of the horn probably has direct power, and the other side is the switching side. So when the horn button is pushed, the relay connects the horn to ground. Check the relay it is most likely bad.
This could be your actual blower motor that is bad. It is spendy and hard to get to, but this could be the problem.
