Considering that MY school has no hot water, then yes. Fortunately we do have heating though.
Yes. In every school that I have taught in for the last 29 years most do not have hot water for students or staff to use. When I find hot water I am very surprised and consider it a bonus.
However, if the school is serving meals, they will be required to have hot water for dish washing purposes. Without it, they could be in violation of health code.

When there is not enough hot water, it probably is caused by someone using the hot water recently and the water heater is not large enough to provide hot water for both uses. The water heater will provide hot water as long as there is hot water in it. When there isn't any hot water left, it will provide cold water. It takes a while to heat the water after some is used.
