yes if stand on stylaphone (don't know how to spell it) pads then the shock waves can't go through you to get to the ground. the shock waves in the fence get pulled down to earth but can't and are creating an electrical shock if you touch it so think about it if you stand on something that electricity can't get through it will stop the pulse of it and you won't be harmed in anyway! i know it sounds weird but it works! xx =]
