no you cannot be promoted while on a profile. it is considered a favorable action and if you do not meet the standards from e-1 to e-4 then it is not possible. going from e-4 to e-5 you must be able to pass a pt test and if your profile interferes with that then u are also not able to go to the board.

Frocking to CSM is authorized only after selection by the ARNG CSM board per NGR 600-200. NCOs will remove their frocked insignia of grade upon reassignment from these positions. Frocking does not entitle a Soldier to time in grade, pay in the frocked grade, or credit on the retired list and will not be used for any purpose related to determining the "highest grade held."
