For example, the vampires in Buffy the Vampire Slayer and Angel spontaneously combust on contact with sunlight, whereas the vampires of Stephanie Meyer's "Twilight Saga" merely glitter when they come into contact with direct UV rays. Every author changes the nature of Vampires to fit the needs of their story or what appeals to them most. So, in answer to your question, it is possible that in some works of literature or media, the author or creator has stipulated that it is indeed possible to summon a vampire by magic.

Yes. There fourteen spells who's objective (either primary, secondary or indirectly) is to summon forth a vampire. Most people don't bother with all that mess however and prefer to issue a subpoena, they are far more effective. Personally I just phone them - they're always happy to come.
Vampire Genesis 'cannot be special summoned' except by following the instructions on the card. If a monster says it can 'only' be special summoned a certain way, this is for the initial summon only. If you summon it properly, and it is destroyed, then you can revive it from the graveyard with Monster Reborn. However the 'except by' monsters can't be special summoned by any other means than the text on their card. Even if they are properly special summoned first, you still can't use Monster Reborn on them.
