Sure. The velocity vector of the weight on the end of a pendulum is always changing. Its length (speed) is zero at the ends and maximum at the bottom of the swing. And its direction turns around at each end of the swing. The position vector of the moon with respect to the center of the earth looks like the second-hand of a clock, not changing in length but turning completely around once a month.
