Anything, war, or if a couple of people moved with different culters moved and someone else decided to start a new culture to change. Or if during the war and the other culture lost then they could change their culture.
war creates allies and enemies for a country, which definitely affects cultural change.
Spartans won the peloponnesian war against the Athenians which was a civil war. It didnt change anything in the greek culture but the war was long and both (and their allies) were weakend.

World War One had an impact on the USA's culture. One such impact was to stir within its population a sense of nationalism. Another aspect of US participation in the war, was to expose Americans to the nature and culture of European nations. Without being involved in that war, less interest in Europe would have prevailed.

One way that culture changes can be forces by an outside influence - war, invasion, huge immigration. Or a culture can change from internal influences, as changes in a community ebbs and flows depending on who is in currently in power.
