A Deacon is an ordained minister and cleric of the Catholic Church and has the authority to perform the Sacraments of Baptism, and Marriage providing there is no Mass. This is because, unlike a Priest, a Deacon cannot preside over the Eucharistic Sacrament.

They are sanctioned to read the gospel and deliver the homily during Mass as well.

Only if the divorced protestant was married previously to a Catholic in a civil ceremony. Otherwise, he would need the first marriage annuled by the catholic church.
