In short, yes, women can become Buddhist monks; however, they are of a lower ranking than male monks and are kept seperate. Technically, they are monks, but not full-fledged.

Women can't be monks, but women can be nuns. The issue of female ordination is a complicated one, heavily laden with cultural baggage. The countries in which Buddhism has been preserved are heavily patriarchal, and nuns are accorded much less status and respect than monks. In fact, the full Bhikkhuni ordination (equivalent to monkhood) died out for many centuries in the Therevadan tradition, and only now are people coming up with ways to revive it. There are now several communities of fully-ordained Bhikkhunis around the world.

Yes, at least in the Buddhist religion. Women monks follow the same procedures too, such as shaving their hair off.
