Standards for learner's permits vary between states. Because of while, while a full licence will change right over when one changes their residence, a learner's permit will not.
People usually have children in a maternity hospital, or at home. But occasionally people have them in cars. Usually the emergency services assist in such births. You don't need a driver's permit for this. ;-) If you meant to ask "can someone with a driver's permit drive with children in the car?", that might depend on the country or state you live in, but you don't tell us so we can't answer.

if you mean what can i do when im 18 then you are leagally an adult you can smoke drink in bars but you must be 21 in some places to but alcohole you can get marride you can drive you can do any thing you want
yes a learners permit means you can drive. (if you are 15 you can only drive with a parent but if you are like 16 and get it late, you can drive with some one 21 or older and has a licence). check your state for the part in parenthisis
well that is a simple, obvious question.... in Ohio of course. now if you are visiting a different state then im almost positive it will be an exception or if you just moved then they will give you time to get your permit transferred over to whatever state you are living in. but other than that you can drive in Ohio.
