Yes. The UK will deny entry to travellers who have been convicted of an offense in which if committed in the UK would be punishable by imprisonment of 12 months or more.
You can even get entry to the UK with a felony conviction as long as the conviction is 'spent' which is generally considered to be when a conditional discharge from probation occurs or one year whichever is longer.
UK also makes exceptions for 'exceptional circumstances'
If you are concerned, you should contact your closest UK visa issuing office http://www.ukvisas.gov.uk/missions
A DUI is unlikely to prevent an American from getting a UK visa.
It is possible that an American with a DUI would not be able to get into Germany. Germany is known to be one of the more strict in the European Union concerning character issues.

It's not always the number of previous DUI tickets that causes one to be a felony rather than a misdemeanor. Three DUIs in seven years makes the next a felony, but a single DUI that causes injury can be a felony.
Well the last one was released in the UK on Monday previous, and I can't imagine either the American or UK CD will be released till Season 3 comes out.
