Not in a typical airplane engine, however if you had a specially made modified engine, than it is feasible.
If the brakes are jammed in the STOP position, the airplane will slow and eventually stop and have to land/crash/ditch. If they are jammed in the normal position, the airplane can still fly.
No. -An "airplane" (by that definition) can not stop in air as it requires airflow around the wings to give it lift.However some types of "aircraft" like helicopters and airships can stop in air as they do not require air flow over a wing.
