No, these two applications are very different from each other. While both are editing programs from the Apple company, Imovie HD has effects, for example, "earthquake", that aren't on imovie 09. However Imovie 09 has effects like green screen and picture in picture.
Sadly, you can no longer download iMovie HD 6. It used to be available to users of iMovie '08 (because the crowd that did use '08 was largely disappointed at how hard it was to use it) so they can download HD 6 to work with.Apple has now removed it for download from their website (largely due to the release of iMovie '09). Downloading of iMovie HD 6 at all anymore for free from any website is now considered illegal, and you must pay for the software.

When you download the latest version of iMovie to your Mac, it comes with previous versions. There is no possible way to update it. It is possible to get the latest iMovie in the iLife package or available for Purchase on the Mac App Store. Hope this helps.. :)
Honestly, the direct upload from iMovie is not the best thing to do. It is better to export the video file and upload it directly.
Mac uses iMovie '09 and Final Cut Express.
