Yes. Please note that in "real life", forces ALWAYS apply to an object - there is always the force of gravity.The only condition to remain at rest is that the NET FORCE, in other words THE SUM OF ALL FORCES on the object, is zero.

Yes. but only when the all the forces on it add to zero. So, if there is a net force (all the forces don't add to zero), then the object will not stay at rest - it will accelerate.

Take these examples where we assuming the earth is "at rest" (which is not actually true). A ball sitting on flat ground is at rest even though it has two significant forces acting on it. Gravity is pulling it down, and the ground is pushing it up. When you add these forces (using vector addition) they sum to zero. But, if you put the ball on a slope, gravity is still pulling down, but the ground is now pushing back at an angle. These forces do not sum to zero, so the ball moves.
