Can you use water base primer over oil base paint before top coating with latex paint?
You can always paint latex ( water based )over an oil based paint as the latex just dries on the surface. However don't paint an oil based over a latex paint. Oil based paints need to absorb into the wood or other surfaces or it will just dry and flake off. paint it with a universal primer such as "BLOCKER" brand first Yes, you can. My preference is to use oil base primer under latex (water base) paint, because in my experience the oil base primer lasts longer. It stays stuck to the wood longer. I think latex primer is basically bogus. I have wasted a lot of time using latex primer and it comes loose and I have to sand it all off and use oil base primer. Latex primer does not work. Just like latex paint sticks poorly to bare wood. Latex paint does not have much "stick" (also called "tack"). It is a thin sheet of rubber, and there is very little "tack" to it to keep it glued to the wood. Latex peels off readily, once you put a knife under an edge.
Can you use a latex primer and then paint over it with an oil base paint?

Can you use rubber base over epoxy base paint?
When you say rubber base paint I assume you mean latex paint. Yes, latex paint will adhere to an existing epoxy finish. However, the epoxy must already have cured. Meaning, it was already applied sometime in the past. A pretty good rule of thumb to go by when you're unsure if two finishes are compatible is to apply a coat of primer. Also, when latex paint is applied to a primed surface it will last that much longer, appear more uniform and will usually require only one coat of paint for proper coverage.
Can oil base paint be used on interior cement walls?
It would if you put on a good latex primer first.
