Yes it can. -I have repaired several. -First remove the inner surround to the sash frame, then pull out the sliding part carefully. There are different methods of routing the cord, so I usually just cut the cord after noting where it goes. Once you have the weight out measure the total length of cords and note it down. Next remove all excess paint from sliding part and from the surround. -I usually use a belt sander for this, but be VERY careful if you have a powerful one (you don't want to ruin the surface). I scrape or sand all excess paint, then repaint where necessary before re-assembly. I leave it at least a day to dry thoroughly. When the sash is dry I slide it in the frame a few times to check ease of motion, then attach the cords and weights before finally replacing the surround.
