I am not sure what you mean by prior complications. How many times has this person had bone cancer? If there was a prior attempt, that kind of implies that there was a complication.

The surgeon is supposed to attempt to remove the cancer plus a margin around it, but there are several instances that could occur where this isn't what can be done. Depending on the location, spread, proximity to other structures, depth of involvement, blood flow, patient's toleration to surgery (since orthopedic surgeries tend to be long), and many other reasons. Without more information, and without an explicit question, it is hard to answer the question adequately. Feel free to fill in more details or refine the question and ask again.
