Sure can. You can get an estimate for any good A/C company. I'm moving mine to the other end of the house. I have to run a new line set overhead as my present line set is under the slab. Electric has to be re-routed also.
If you mean how an air conditioner that goes in a window will blow warm air outside then that is because an air conditioner basically takes in air from outside and pulls out the cold air which then blows into your house then the warm air is released back outside.

When you cool hot air, water condenses out of it. This water should be piped to the outside of the air conditioner unit and drained away outside. It is possible that the drain pipe is blocked.
This is possible, but there's not much point to it. Instead of conditioning the air of the room you're in, you're starting to condition the air of the outside world as well, resulting in the room you're in getting warmer. If you want the room to be warmer, increase the temperature set on the air conditioner instead.
