Yes, if the mother is HIV+ there is a chance, albeit not a overwhelming one that the fetus may also be HIV+. However, with treatment using antiretrovirals, Mother to baby transmission can be lowered to under 1%.

Also it is important to note that breast milk also carries the HIV virus, and HIV+ mothers who breastfeed also risk passing on the virus to their child/children. The risk however is much lower than high risk activities.
