Well sarcasm generally comes across in a person's tone of voice and since animals cannot "speak" the way that humans do, no they cannot be sarcastic in that way. The only exception to that would be a bird that has been taught to speak but even then, the bird is simply mimicking what it has been taught.
Animals do sometimes appear to give sarcastic looks to their human companions but whether their intent is to be sarcastic may never be known as we do not know if animals understand what sarcasm is.
