Recently an experiment at the CERN has clocked a Neutrino that they believe EXCEEDED the speed of light. They are double checking the results of this experiment, and looking for explanations.
No object that has mass when it's just sitting there on the table can move at the speed of light. Photons have zero "rest mass".
Because of its velocity (velocity is the rate of change of position), an object will move. An object is stationary if it has no velocity because it will not be able to move without velocity. Therefore, you can tell that an object has moved because of velocity.
The maximum speed of any object is hardly equal to speed of light which is 3*10^8 approximately.

The Condition of Equilibrium, Force equal zero, is the condition of an object at rest or moving at constant velocity. Non-Equilibrium Condition, Force is not zero, is the condition for an object to move with increasing velocity.
If an object's velocity is constant, it will continue to move at the same speed and in the same direction due to Newton's first law of motion. Unless an external force is applied, the object will maintain its state of motion.
Velocity
velocity may be zero or may not be zero i.e. if the object may continue to move with uniform velocity.
Gravity affects velocity by changing the acceleration of an object. As an object falls, gravity accelerates it, increasing its velocity. Without gravity, an object would move at a constant velocity.
A moving object being accelerated will show a change in its velocity (it may move faster, or slower, or experience a change in direction). A stationary object will respond to acceleration only if there is no other force acting to prevent its response. For example: gravity is a constant force of acceleration, but objects cannot move toward the center of the earth if they are being blocked by another object.
Newton 2nd Law is the answer
Because charge particles produces magnetic field which causes electromagnetic force that's why moving charges move with the velocity equal to the velocity of light.
