Yes, you can put a message on anyone else's message board. Just keep in mind the message boards are not private, so don't post anything you wouldn't want others to read, or profanity of any kind. Also, don't post private info about yourself or others, such as addresses, phone numbers, etc.

First, someone would have to have a reason to click your name to go to your message board. For example, you write an answer to someones question, and they want to say thank you or something. Right now, I have no idea what your user name is, so there is no way for me to leave you a message. Now if you wrote on your own message board, it well just sit there unless somehow, someone: A) Clicks on your name, and B) They click on "Message user," to leave you a message. You can't write a message on someone else's message board if you are blocked. Though, if you did manage to write a message on someone's board, there is no way to know if they read it or received it or not.
It is not possible to make a message board purely with HTML. To do so you need a programming language. HTML is only for the design of your page, like how it looks, the colours it uses, the size of the text, the font of the text and so on. HTML doesn't do any processing, which is what a message board needs. So to create your own message board you need to know how to write programs. There are lots of message board providers that allow you to use their systems to create your own message board, so maybe that is what you should look at doing, if you want to get your own message board quickly. To learn how to program one would mean having to learn all about programming and that can take a very long time to do.

It is a display problem as the page doesn't show any messages at all when there are exactly 20 messages on your board. You can fix this (for now) by just adding one message to your board. Apologies.....
