No. In the US (laws in other countries differ) an adult (21 yrs old) may buy a handgun if they meet the requirements. Those include a background check- you may not have been convicted of a felony or a crime of domestic violence, be a drug addict, an illegal alien, have been adjudged mentally incompetent, be a fugitive, have been dishonorably discharged from the military, etc. You must also be a resident of the state where you buy the handgun. Some states have a requirement for a permit to purchase a handgun. And of course, ID to show who you are, and money to pay for the gun.

No. There are more than a dozen DIFFERENT "9mm" cartridges, and they do not interchange. The most common is 9mm Parabellum- also known as 9mm Luger or 9x19. It does NOT interchange with 9mm Kurz, 9mm Corto, 9mm Makarov, 9mm Ultra, etc.
